Early and Preschool Upbringing and Education - free upbringing and education of children in public institutions of preschool upbringing and education are provided in Georgia, as well as their feeding in accordance with the law. Preschool care and education, including the school readiness program, is voluntary, universal, and accessible to all children of the relevant age. Early and preschool upbringing and education services in Georgia are available to citizens of Georgia, citizens of foreign countries, and stateless persons with status in Georgia;

 

General Education - everyone in Georgia has an equal right to complete general education. The State provides full general education. The State financing of the student’s education in the general educational institution continues for 12 years. The said financing applies to both Georgian citizens and persons with temporary identification cards, foreign citizens (including citizens of other countries with the status of compatriots living abroad), stateless persons, and persons with international protection;

 

Higher Education - any person with a certificate of complete general education issued in Georgia or a document equivalent to it has the right to study at the bachelor’s level of higher education. A person with at least a bachelor’s degree or equivalent academic degree has the right to study for the master’s degree. A person with at least a master’s degree or equivalent academic degree has the right to study for a doctorate.

 

A person interested in participating in the unified national and common master’s degree exams applies to the National Assessment and Examinations Center in written and/or electronic form, using a special program. The results of the unified national exam conducted by the National Assessment and Examinations Center are mandatory for all higher educational institutions and are the basis for issuing a state educational grant to a citizen or resident of Georgia for higher education. All applicants have the right to participate in the unified national exam, who present a document confirming complete general education issued in Georgia or a document equivalent to it. The results of the common master’s examination conducted by the National Assessment and Examinations Center are mandatory for higher educational institutions.

 

Regarding the use of the State educational grant and the State master’s grant, only citizens of Georgia and persons with a neutral identity card and/or a neutral travel document have the right to receive it.

 

Vocational Education - education that provides a person with the development of those competencies required by a specific profession and/or labor market and which are aimed at the professional, social and personal development of a person throughout her/his life. In Georgia, everyone has the right, without any discrimination, to enjoy the right to receive vocational education in accordance with the rules established by Georgian legislation.

 

Prerequisites for admission to the professional educational program:

  • A person who has at least a basic general education certificate will be admitted to the basic professional educational program;
  • A person who has:

a) A document confirming at least basic general education, will be admitted to the secondary professional education program in which the results of the secondary level of general education are integrated;

b) At least a document proving a complete general education or a document equivalent to it, will be admitted to the secondary vocational education program.

  • A person who has a document proving complete general education or a document equivalent to it will be admitted to the higher professional education program;
  • A person who meets the conditions established by the relevant program will be admitted to the professional training program or professional retraining program.
